No. Our subdivision's roads are public roads, maintained and regulated by St. Louis County Department of Transportation. They will not put up speed bumps because of the impact to snow plows.
Roads are managed by St Louis County Department of Transportation and the decision is theirs.
When we have contacted them in the past about this, they have said.....

Placement of sound walls are managed by MoDOT, so ultimately the decision is theirs.

The park and parking lot are private property managed by the Board of Directors.
Park at your own risk. You can park in the parking lot in the day. Parking overnight is not allowed.
Emergency short-term parking is permitted only at the discretion of the Board of Directors. Contact the directors if you have a special request.
Vehicles found not in compliance may be towed without notice.
This is possible, but the burden of work in on the residents that are requesting it.

This happens from time to time in the subdivision. There are no known instances of anyone forcing their way into a vehicle (ex: breaking a window or forcing the door. Simply locking your vehicle doors every day should prevent most of this activity.
Criminal activity needs to be reported to the St. Louis County Police Department.
